Correction 1: Replaced the Property Tax box photo with the Ballot Box photo. Be sure to use the Ballot Box for your ballot and the Property Tax box for your taxes.

Change Your Clocks– We're Falling Back on Sunday

This Sunday clocks in Oregon fall back one hour back to standard time.

Remember to change your clocks before going to bed Saturday night. The actual time change will go into effect 2 a.m. this Sunday.

Clatsop County offices will close Friday, November 10, in observance of Veteran’s Day. Regular business hours will resume Monday, November 13. 

Due to the holiday, next week's Bulletin will be sent on Thursday.

High Wind Warning Weather Update

The National Weather Service Portland forecasts moderate to heavy rain and gusty winds to persist through early next week.

A High Wind Warning is in effect from 12 a.m. -4 p.m. Saturday, November 4, in Clatsop County near beaches and headlands.

Periods of heavy rain and gusty winds could result in urban flooding concerns into early next week.

• Gale force wind gusts are expected over coastal waters Friday evening - Saturday afternoon
• Potentially-damaging wind gusts are expected for the Coast Friday night - Saturday afternoon

*November 7 Election Update

Election ballots were mailed to residents of the city of Warrenton, Cannon Beach Rural Fire Protection District, and Mist-Birkenfeld Rural Fire Protection District. 

Ballot drop boxes are open at the city of Warrenton, city of Cannon Beach and Clatsop County Clerk & Election Office in Astoria. 

Ballots must be received by 8 p.m. or postmarked by Tuesday, November 7, to be counted.

If you have not received your ballot in the mail, please contact the Clatsop County Clerk Records & Elections at 503-325-8511.

Tsunami Awareness Day – Two Things to Know

World Tsunami Awareness Day is this Sunday, Nov. 5, and there are two things Clatsop County Emergency Management Department would like for you to know.

 “Whether it is a tsunami from the Cascadia Subduction Zone earthquake or a distant tsunami, you first need to know if you will need to get to high ground and second, where your nearest assembly area is,” said Justin Gibbs, Clatsop County Emergency Management Director.

An Assembly Area is a location that serves an immediate life safety purpose for immediate evacuation during a tsunami event. It is not meant for long-term occupation. It gives first responders an idea of where to look for survivors.

An interactive online evacuation zone map viewer is located at the Oregon Tsunami Clearinghouse. You can put in addresses to see if you are in an evacuation zone. It also will show where the nearest assembly area is.

“The time to know this information is now. You may not have time or the ability to find out if you are at risk when a tsunami wave is in its way to the Oregon coast,” he said.

Personal preparedness and other emergency preparedness information is on the ClatsopCounty.gov.

Coast Guard Veterans Day Celebration is Friday, November 10

The men and women from Coast Guard Air Station Astoria are hosting its inaugural Veterans Day Celebration.

A Coast Guard helicopter will land at 8:30 a.m. at the Barbey Maritime Center in Astoria and will be on display at the event which will run from 9-10 a.m.

Everyone is invited to join in the honoring of local veterans throughout our community.

Activities include:

• Coffee and a light breakfast for veterans
• Historical videos 
• Navy Band Northwest ensemble will perform
• Welcome and presentation by Commanding Officer Captain M. Scott Jackson

Veterans Day and Seaside American Legion



In recognition and celebration of Veterans Day and the 100th year of Seaside American Legion Post 99 serving veterans, a pop-up exhibit will open 11 a.m. Saturday, November 11, at the Seaside History Center museum.  

Opening events include coffee, cake and a short presentation. Members of the Legion and all Veterans are invited to attend and be honored.

Power Eating Begins for Bears - Secure Your Trash

Bears are in the middle of their annual fall eat-a-thon, known as hyperphagia, as they prepare for winter.

This intense feeding period begins in late summer when berries and fruits ripen and peaks when fruits like pears, apples, and plums become available.

During this time, bears spend up to 20 hours a day foraging for food as they prepare for their winter's rest.

It is crucial that people take steps to prevent bears from getting into trash and other tempting food sources.

"The Coast Range has an abundance of berries and natural foods for all kinds of wildlife - but bears won't turn down an opportunity for an easy meal, even if it's garbage," said Skyler Gerrity, Oregon Department of Fish and Wildlife assistant wildlife biologist.

Hometown Tourism Day

Clatsop and Pacific Counties are known for their tourist attractions, but how long has it been since you visited these sites?  

Be a “local tourist,” on Hometown Tourism Day, Saturday, November 11. 

Several local sites are working together to offer free admissions and/or other special deals on this day to encourage neighbors to come and see what they have to offer.  

Brownfield Loan Fund Info Session

The Brownfield Loan Fund is a free financial and technical assistance program to help revitalize and increase property value.

Property owners, developers, housing advocates and anyone interested in land redevelopment are encouraged to attend the Brownfield Loan Fund open house 11 a.m. Tuesday, November 7, at the Bob Chisholm Community Center in Seaside.

Presentations about the Clatsop County Brownfield Assessment Program and ColPac's Clean-up Loan Fund are on deck as well as an update from the Clatsop County Housing Task Force.

You will have the opportunity to talk directly with brownfield experts!

Clatsop Child Care Grant Project Manager Position Open

Crews will:

• Brush chop countywide
• Perform culvert and ditch maintenance county wide
• Monitor for inclement weather affecting roads

The candidate filing window has opened for the May 21, 2024 Primary Election.

Positions include County Commissioner District 2, County Commissioner District 4, Sheriff and Precinct Committee Persons.

Recording Information

You can now search for a document that has been recorded in Clatsop County.

We have developed a way for you to search for a document before coming in or calling our office. 

Once you find the document you are looking for, you can request a copy without paying a research fee.  

Just go to our website under Recording Information – Records Research, click on Locate a Document.

New Recording Requirement

Effective January 1, 2024, documents being recorded in the County Clerk’s property records must have text with font sizes of at least 10-point type. 

We urge all customers to begin updating their forms and templates early to avoid recording delays or extra charges.

This change in font type is due to House Bill 2029, which amended Oregon Revised Statute 205.232.

Board of Property Tax Appeals (BoPTA)

If you disagree with your property value on the tax bill you received this fall, you may appeal to the Board of Property Tax Appeals.

Your evidence must reflect the value of the property as it existed on January 1, 2023. You may access petition forms at the Clatsop County website. 

A filing fee of $35 per account must accompany your petition with one petition per tax account. Appeals must be filed by Thursday, January 2, 2024.

We suggest you contact the Assessment and Taxation Office at 503-325-8522 prior to completing your appeal form.

The Assessment and Taxation Office can assist you in understanding the basis for your property value and, in some cases, may be able to make changes without requiring you to file an appeal.

*Passports

• An appointment is required prior to coming in for new passport processing. Routine service can take 8-11 weeks or longer. Expedite service can take 5-7 weeks. 

• Please go to our webpage and schedule an appointment for passports, park passes, marriage licenses, dog licenses, and recordings with us.

If you do not have an appointment, you may be asked to wait if we are with someone who has scheduled an appointment.
